摘要

      随着我国经济实力的不断增强，反映人们生活居住水平的建筑行业也取得了较为瞩目的发展成绩。建筑业在蓬勃发展过程中，关于其建造数量和质量的要求也在日益提高，这也迫使建筑工程领域必须重视建筑工程管控的能力与效果，必须要提高自身的管理水平，尤其是涉及到工程造价管理内容，更是要将其列入到建筑工程管理基础任务之中，通过建筑工程造价的动态管理，从而才能为确保建筑行业的可持续健康发展铺平道路。针对工程造价的动态管理，不仅可以更好保障建造企业得到经济效益，而且通过发挥主动有效地造价管控也能为建筑工程的顺利实施奠定坚实基础。而要确保造价管理能够具备切实有效性，那么则还需引入“动态”管理的理念，延伸管控的灵活性与有效性，如此也才能为建筑工程落实项目任务创造有利的条件。基于此，本文便从建筑工程造价动态管控的理论内涵入手，结合实施管控过程中所遇到的问题现状展开分析，从而得出优化与完善 建筑工程造价管控的具体措施，以期为建筑业的造价管理提供参考。

　　abstractWith the continuous enhancement of China's economic strength, the construction industry which reflects people's living standards has also made remarkable achievements. In the process of vigorous development of construction industry, the requirement of quantity and quality of construction is increasing day by day, which also forces the field of construction engineering to attach importance to the ability and effect of construction project management and control, and to improve its own management level, especially involving the content of project cost management, and to include it in construction projects. In the basic task of management, the dynamic management of construction cost can pave the way for the sustainable and healthy development of the construction industry. The dynamic management of project cost can not only better guarantee the economic benefits of construction enterprises, but also lay a solid foundation for the smooth implementation of construction projects by exerting active and effective cost control. To ensure the effectiveness of cost management, it is necessary to introduce the concept of "dynamic" management to extend the flexibility and effectiveness of management and control, so as to create favorable conditions for the implementation of project tasks in construction projects. Based on this, this paper starts with the theoretical connotation of the dynamic management and control of construction cost, combines with the current situation of problems encountered in the process of implementation of the management and control, and then comes up with specific measures to optimize and improve the management and control of construction cost, with a view to providing reference for the cost management of construction industry.

　　1绪论

　　1.1研究背景建筑业是关乎国计民生和居民生活质量的重要行业，也是我国国民经济的重要支柱产业之一，要坚持维护好建筑行业良好的发展势头，那么则必须要对其实施有效的经济管理控制。建筑工程由设计决策到落实竣工的整个过程中往往包含众多环节，面对周期较长、成本投入较大的建筑工程来说，做好工程造价的动态管理则显得尤为重要。据悉，在近期国家发改委所发布的《2018年全国固定资产投资发展趋势监测报告及2019年投资形势展望》中指出2018 年我国拟建项目保持15.5%的同比增长数量，在2018年全年中，我国的房地产开发投资的增长率为32.8%，基础设施拟建项目数量的增长率为5.3%，在增势良好的背景下也为 2019 年的平稳投资提供了坚实的储备基础。基于以上的参考数据可知，在未来一定时期内我国的基建投资仍将保持中速的增长，所以发展建筑行业和增强 建筑管理也将成为行业发展研究所探寻的重要方向。

　　1.2研究意义从现实意义看，工程造价的管理任务始终是建筑工程发展不可或缺的重要环节，也是确保整个工程项目能够有条不紊运行的基础保障。关于建筑工程的造价管理还涉及到与同包括工程部、合约部、财务部、审计部、材料部等在内的多部门进行合作，而要使得不同部门之间能够共同形成严格把关，共同促进工程造价得到合理控制的效果，那么则必须加强关于造价控制的动态管理方法探索，如此才能为真正解决造价失控问题带来帮助。
